Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and knowledge exchange across the African space ecosystem.

Key responsibilities

• Develop and maintain a comprehensive MEL framework, including indicators, baselines and data collection protocols.
• Lead data gathering, analysis and evidence consolidation to assess programme impact.
• Provide regular monitoring reports and learning briefs to stakeholders and donors.
• Support the integration of MEL findings into programme design and decision‑making.
• Collaborate with multi‑partner teams, ensuring alignment with EU funding requirements.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
