Senior Road Asset Management Expert

About the role

NTU International is looking for a Senior Road Asset Management Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on strengthening climate‑resilient road asset management systems, harmonising maintenance practices and promoting data‑driven infrastructure management across the ECOWAS region.

Key responsibilities

• Develop and strengthen road asset management systems and maintenance planning frameworks.
• Provide technical assistance on lifecycle asset management, maintenance prioritisation and performance monitoring.
• Support the implementation of Road Management Systems (RMS) and related digital tools.
• Conduct technical assessments of road conditions and maintenance needs.
• Harmonise road and bridge design, maintenance and asset‑management standards across ECOWAS.
• Integrate climate‑resilient and environmentally sustainable practices.
• Develop maintenance strategies, asset inventories and investment planning tools.
• Coordinate with ECOWAS institutions, national road agencies and development partners.
• Deliver workshops, training sessions and capacity‑building activities.
• Contribute to monitoring, reporting and analytical outputs on infrastructure performance.

Required profile

• Master’s degree in civil engineering, transport infrastructure, pavement engineering or a related field.
• At least 10 years of professional experience in road infrastructure management, road maintenance or transport engineering.
• Minimum 7 years of experience with road asset management systems, RMS, asset inventories or pavement management tools.
• Proven experience in developing countries, preferably Sub‑Saharan Africa, and in donor‑funded programmes.
