National Evaluation Socio-Economic and Gender Specialist

About the role

The United Nations Resident Coordinator System seeks a specialist to lead the national evaluation of the Sustainable Development Cooperation Framework (UNSDCF) 2023‑2027 for Cabo Verde. This short‑term consultancy (approximately 1.5 months) will support the Evaluation Team in delivering high‑quality, evidence‑based findings that inform accountability, learning, and adaptive management.

Key responsibilities

• Develop and submit an Inception Report that refines the evaluation scope, Theory of Change, methodology, and work plan.
• Design data‑collection tools, including interview guides, focus‑group protocols, and survey instruments, and obtain EMG approval.
• Conduct data collection, manage the curated database, and draft interim evaluation reports.
• Prepare and present the final evaluation report, ensuring compliance with UNEG and DCO quality standards.
• Map stakeholders, identify limitations, and propose mitigation strategies.

Required profile

• Advanced knowledge of Cabo Verde’s socio‑economic context, gender issues, and development priorities.
• Experience in UN‑level evaluations, particularly UNSDCF or similar frameworks.
• Proven ability to work collaboratively with national stakeholders and UN partners.
• Strong analytical and report‑writing skills in English.
