International Consultant Team Leader

About the role

The United Nations Resident Coordinator System seeks an International Consultant Team Leader to oversee the evaluation of the UNSDCF 2023‑2027 for Cabo Verde. This short‑term assignment (3 months) will guide a multidisciplinary team in delivering high‑quality evaluation outputs that inform UN strategic positioning and national development outcomes.

Key responsibilities

• Lead the design and implementation of the evaluation methodology, including theory of change reconstruction and work plan development.
• Coordinate the work of team members, ensuring timely delivery of all deliverables.
• Develop and validate data collection tools such as interview guides, focus‑group protocols, and survey instruments.
• Manage stakeholder consultations, mapping, and engagement throughout the evaluation process.
• Produce and present key outputs: Inception Report, curated database, draft and final evaluation reports, and a presentation of findings.

Required profile

• Proven experience leading evaluation projects, preferably within UN or international development contexts.
• Strong understanding of the Sustainable Development Cooperation Framework and related UN evaluation standards.
• Excellent analytical and report‑writing abilities.
• Ability to work collaboratively with diverse stakeholders and manage tight timelines.
